NOTICE TO CONTRACTORS
ADVERTISMENT FOR BID
In accordance with Code of Alabama Section 39, Public Works, notice is given that the City of Talladega will receive competitive bids for the EAST STREET PARKING LOT PROJECT, for work to include grading, drainage, base, concrete sidewalks, concrete driveway and retaining wall in the City of Talladega, Alabama Sealed Bids will be received by The Purchasing Department of the City of Talladega, Alabama, 255 South Street West, Talladega, Alabama 35161, until 11:00 A.M. local time, August 3, 2021, at which time they will be publicly opened. No Bids will be received after the time set forth.

All questions shall be received four (4) days before bid opening. Questions received within the last four (4) days prior to bid opening will not be answered.
The Contract award, if made will be made to the low, responsive, responsible Bidder as determined by the Base Bid as evidenced by: (1) a completed Proposal Form in accordance with the Instructions to Bidders and in accordance with stipulations in other sections of the Contract Documents; (2) no apparent unbalanced pricing for performance of the items work, (3) no special conditions or qualifications made by the Bidder; (4) no alternative Bids or offerings for any items unless such alternative Bids or offerings are requested in the Technical Specifications.
A Bid Bond in an amount of not less than five percent (5%) of the total amount Bid (not to exceed $10,000) must accompany each proposal. The payee of such bond shall be THE CITY OF TALLADEGA, ALABAMA. The Bid Bond shall bear the same date as set for the receipt of Bids. Bid Bond shall be signed by an agent authorized to do business in the State of Alabama.
All Bids shall be held after the time for opening of Bids has passed: The Owner reserves the right to hold the Bids for a period of sixty (60) calendar days after the date of receipt of Bids. The Owner reserves the right to reject any or all Bids, to waive any informality in any Bid, and to accept any Bid considered to be advantageous to the Owner.
Notice is given that the successful low bidder will be required to obtain a City of Talladega Building Permit prior to the beginning work on the project. Contact the City Building Inspector, at 256-362-8186 Ext. 1027, to obtain the cost of the permit fee.
The attention of Bidders is called to the provisions of State Law governing General Contractors, as set forth in Sections 34-8-1 to 34-8-24, inclusive, Code of Alabama 1975, as amended; and Bidders shall be governed by said law insofar as it is applicable. It shall be illegal for the Owner to consider a Bid from anyone who is not properly licensed under such code provisions. The Owner will not consider any Bid unless the Bidder produces evidence that he is properly licensed. Neither will the Owner enter into a Contract with a foreign corporation that is not qualified under State Law to do business in the State in which the site of work is located.
